The Ministry of Defence (MoD) on August 04, 2026, issued the Draft Jammu Cantonment Building Bye-Laws, 2026.
The following has been stated:
• The Draft seeks to regulate construction, reconstruction, alteration and use of buildings within Jammu Cantonment. The draft prescribes requirements relating to building sanction, zoning, FSI, ground coverage, setbacks, building height, number of floors, structural safety, sanitation, parking and environmental measures.
• The entire Cantonment is proposed as Zone-I, with an FSI of 1.5 and prescribed ground coverage based on plot size; buildings are generally limited to Basement + Ground + 1 floor and a maximum height of 9.50 metres. Prior approval through the prescribed building-plan process is mandatory, and deviations from sanctioned plans may result in revocation of sanction and treatment as unauthorized construction. The draft also requires rooftop solar installation and rainwater harvesting for plots exceeding 300 sq. metres, along with specified water-conservation measures.
• Applicants shall submit commencement and completion notices, and an occupancy certificate will be issued only after inspection and confirmation of conformity with the sanctioned plan. Unauthorized constructions may be compounded subject to applicable restrictions and fees, while violations are liable for penalties under the Cantonments Act, 2006.
• The last date to submit comments is September 20, 2026.
